  • 2024-12-22

This year marks the beginning of the second “golden decade” of the Belt and Road Initiative. To strengthen the collaboration among universities, government, and enterprises, and to effectively support the high-quality “going global” efforts of Ningbo’s private economy, Zhejiang Wanli University, in partnership with the Ningbo Tax Bureau, held the launch ceremony for the Silk Road Country Studies Tax Practice Base and the 2024 Ningbo Private Enterprises “Gathering Strength” High-Quality “Going Global” Singapore Special Tax Salon on December 18. The event attracted over 20 local private enterprises engaged in international expansion and reached more than 4,000 viewers through online live streaming.

During the launch ceremony, the “Tax Road Pass‧Ningbo” brand was promoted, and various innovative tax and fee service measures implemented by the Ningbo Tax Bureau in support of the Belt and Road Initiative were introduced. In the presence of participating enterprises, Zhejiang Wanli University and the Ningbo Tax Bureau jointly signed a cooperation agreement to establish the base and unveiled the Silk Road Country Studies Tax Practice Base.

Vice President Yang Zhenfeng addressed the audience, emphasizing that ZWU would provide comprehensive support for the collaborative construction of the Silk Road Country Studies Tax Practice Base, contributing to the internationalization of the regional economy and enhancing Silk Road studies. The establishment of this base brings together the expertise and resources of tax authorities, research institutions, and expert think tanks, representing a valuable exploration and a dynamic reflection of promoting the practical operation of cross-border taxation country research. It also signifies a new chapter in the deep cooperation between tax authorities and educational institutions for mutual development.

In the subsequent salon activity, experts from renowned tax-related professional service institutions discussed Singapore’s tax system, while representatives from enterprises shared their experiences, fostering lively interactions. As a representative of the enterprises, Ningbo Liqin Resource Technology Co., Ltd. presented an overview of its development, insights, and plans in actively responding to the national “Belt and Road” development strategy and “going global”, effectively creating a “self-portrait” of the company’s overseas investments. Based on this “portrait”, the expert team conducted a thorough analysis to identify potential tax risks faced by the enterprises and developed a tailored tax health management “enhancement plan”.

Relevant leaders from the Business School and the Ningbo Maritime Silk Road Research Institute provided insights on the changes in tax burdens faced by Singaporean enterprises following the implementation of the “Two-Pillar” international tax reform plan and discussed anticipated response policies from both Singapore and China.

Looking ahead, ZWU will continue to leverage its academic strengths, collaborating with the Ningbo Tax Bureau to address the needs of cross-border taxpayers in the region. The focus will be on continuously innovating and optimizing tax service measures, launching higher-quality, more targeted cross-border tax and fee service measures and knowledge products. This effort aims to create a business environment characterized by “optimal service, lowest cost, and highest efficiency”, supporting the high-level opening of tax services and the collaborative construction of the “Belt and Road”, ensuring that both “going global” and “brought in” enterprises can operate steadily and sustainably.
